How do you report another DB user? i know there is the "report abuse" button up top, but its not really abuse? just an annoyance to myself and others and its just getting annoying.

The report feature exists to report players for misconduct on the site.
If there is no misconduct / rules broken, then what is there to report really?

Use the Report Abuse Feature, even if it's something as small as spamming you in DMs that you wish to report, and it will be reviewed and handled appropriately depending on severity of infraction upon discovery.

Opponent slow played for a ridiculously long game one of 20 mins for their first turn when I had given them thumbs up the whole turn. Multiple 2-5 minutes pauses of no gameplay throughout all games. Asked on multiple occasions to play faster, then preceded to take 5 minutes to read 1 card in game one. Must admit I forgot to resolve their random send from gazel fusion in ep of their 20 minute turn but so did they. Just really annoying. Happy to take whatever punishment for that transgression but just annoyed.
