quick question about how to properly resolve torrential tribute. Player A normal summons kycoo the ghost destroyer and wishes to activate torrential tribute. Do you have to immediately activate the torrential before asking player B if they have response? essentially asking Is it the same as in goat format.

summoning kycoo doesnt start any chain, so its an open game state, therefore the turn player has priority to activate a quick effect (in this case torrential tribute)
