Can cards miss timing to activate?

I am playing Edison.

I am curious if cards can be activated in a chain if their 'trigger' was not the last thing that happened, but still part of the chain window.

For example:

I special summon 'Arcana Force 0 - The Fool'. Upon the summon he activates his mandatory on summon effect. Can I still activate Inferno Reckless Summon, as a monster with less than 1500 atk was special summoned, even though the inferno would be cl2. Could I do it even after my opponent chains to the fool?

I know for example that mirror force does not have to be cl1, it just needs to be in the chain of the attack declaration. However Solemn Judgment has to be directly in response, and there cannot be a chain link inbetween.

I think it's best if I answer this in 3 parts.
1.: Yes, cards and effects can in general miss their timing to activate, but this only applies to optional trigger effects that are worded using "When". In those cases the last thing to have happened before activation must have been something that met the trigger condition.
Example: I have 1 card in hand and a face-up Ultimate Offering, while you have a set Torrential Tribute. I activate Offering to perform a Normal Summon and then immediately chain the effect of Ultimate Offering again. So CL1 Ultinmate Offering, CL2 Ultimate Offering. The Chain resolves and I Normal Summon Gemini Elf, then CL1 resolves, but since I don't have any cards in hand it resolves without performing a summon. Since the last Chain Link - a.k.a. the last thing that happened - did not perform a Summon, Torrential Tribute cannot be activated here, as TT has the wording "When..." and is obviously optional to activate in general. that would be different if it said "If...".

2.: For your Arcana Force example both cards meet their trigger condition in the Special Summon of Arcana Force 0 - The Fool, but as you said The Fool is mandatory, so it has to go on the Chain first. You are hwoever still in the "On Summon" timing-window, so optional triggers like Torrential Tribute or in this case Inferno Reckless Summon can absolutely still be activated as Chain Link 2 or higher, so even after your opponent chains to The Fool, assuming The Fool was Special Summoned by an effect that was Chain Link 1, like Monster Reborn and not a higher Chain Link through a card like Call of the Haunted being chained to e.g. Upstart Goblin. In the latter case the timing would be incorrect.

3.: Solemn Judgment, Ash Blossom & Joyous Spring, Seven Tools of the Bandit etc. all have to be chained directly to the card or effect you wish to negate. That's why ordering your trigger effects (first Turn Player's mandatory triggers in any order, then opponent's mandatory triggers in any order, then Turn Player's optional triggers in any order, then opponent's optional triggers in any order) is so important in Yu-Gi-Oh! It's also commonly referred to as "Chain Blocking" among most competitive players.

Hope I could help you ;)
