Here's what I'd do if I were a mod for custom formats.
1) Remove all joke cards, cards with no or little description, or those who lack proper text. I would ignore cards that are in another language (there are Spanish, Russian, and French text cards), and I will call in someone who are fluent in both PSCT and that card language to gauge those cards.
2) I would hire a team of 5-6 people to separate the card order and have them decide the fate of cards (with me finalizing them) to release the workload.
3) Cards from different formats will be recognized. We would only look at the card text and balance of each card to see if it is broken (there are no such thing as "too balanced)", but we will allow "modern format" be a factor on a card that is too broken and/has too many effects.
4) We will remove cards that are repeats, copies or "anime" versions of TCG cards (including anime versions) and only allow cards that has been pure custom into a format, but we will not remove custom support for TCG cads.

Also that most cards in custom card format have some spelling mistakes or slightly poor PSCT ("banishment" being a word that is often mentioned, but never recognized), we will inform them of that digression and give them ample time to fix the PSCT or spelling issues.

No, if you want something like that, go join a community that only allows certain custom cards to be available in their format.

However, those communities are trash from my personal experience.

There is literally people who are on the Card Approval Team that will allow their own cards with ZERO issues, but the moment you create something that is on par with them and their pet deck gets stomped, they'll force you to change your stuff or no longer become approved because they were salty.

Then you point out how one of the own CAT members have an approved deck that will stomp yours so easily, which then causes huge drama and the discord dies.

This happens every time.

The only moderation that needs to happen is moderation for NSFW related cards, and the mods do a good job with that already.

Chill bro. If you want balanced customs so badly then just make your own discord server. Go and make an Edison custom format and have fun. We all enjoy different aspects of Custom Cards, there's nothing wrong with just trying to have fun in an unofficial format.

Just because YOU think something is broken or overpowered, doesn't mean others will find that to be the case.

No one can be the arbiter of custom cards and what constitutes as being "broken".

The fact you even take the custom card format seriously to want cards being "approved" by the staff of DB is absolutely insane, when HUNDREDS of cards are made and released at a time.
