here is the play that happened.

active monster gate, tribute a goat token, mill cards, dark magician of chaos is special summoned to the field
Dmoc effect triggers, can the opponent chain torrential tribute to dmoc effect??

If Monster Gate is CL1, than the last thing to happen is the summon of DMOC, the trigger condition for both it and TT. Timing isn't being missed.

So Torrential Tribute would work even against Cyber Jar (flipped in main phase) or Metamorphosis? Then could you provide an example of Torrential Tribute missing the timing in Goat Format? (I guess if Cyber Jar is flipped as a result of an attack, then you cannot play Torrential Tribute, right? But is there any other example outside of the damage step?)

an example would be CL1 Jar of Greed, CL2 Call of the Haunted (summoning Gemini Elf)

on the resolution of this chain, Torrential Tribute cannot be activated because the last thing to happen was not a summon, but Jar of Greed resolving
