1, (Limit=1) means nothing in the actual card text, as it isn't proper PSCT.
2, why would it be?

Well, as Renji said, there is no 'proper' PSCT, but I did it on some of my cards as well, though. If you make your card private there is no real reason to bother with that idea at all.
As for that card, I think Rituals usually belong to certain archetypes, so having a generic one is relatively strong, but I think we got add-ons to rituals in the last packs either way that kinda can do stuff like that. So I don't think its limitworthy.

Basically every good ritual deck has Ritual Spells that do more than the Old School Ritual Spells did for their monsters. Now that we have cards like Pre-Prep a catch-all Ritual Spell like this feels perfectly balanced

I put the "(Limit=" clause as a pseudo-banlist. The reason I thought it was limit worthy was because the other generic ritual spells only worked for certain archetypes or attributes and usually required the total to be exact. If it doesn't need to be limited, should it be semi-limited or unlimited?
I feel it could be unlimited because all good modern ritual spells do more than just Ritual Summon. For example, Nekroz Ritual Spells can search themselves and Impcantation Inception is almost this card in addition to being able to summon an Impcantation from deck
