In that case you might look at Ancient Gear Golem. This is the important part:
If this card attacks, your opponent cannot activate any Spell/Trap Cards until the end of the Damage Step.
Just add "or monster effects" after the Spell/Trap Cards in, and its done. That would still leave the permanent effects of face-up monsters, but one step at a time.
