THE STORY:
They said the meteor wiped out all the dinosaurs....what they didn't know, is that one cunning dinosaur, a Velociraptor named Victor Veloci, managed to survive through cunning instinct. Blessed with the gift of immortality, and soon evolving the ability to take on a human form, Victor emerges from the cave he fled into to find that the age of dinosaurs is long over. But that's OK. Victor has a plan...if he can't bring the prehistoric era back...he'll make the world into his own prehistoric era and bring back the dinosaurs by mutating Earth's animals into them! Armed with a special ooze that can do just that, his plans face uncertainty when five teenagers and a dog swim through a leakage of the ooze....
STRATEGY:
Bring the prehistoric era to your opponent with a rapid fire flurry of Synchro Summons to lock your opponent down for the finishing blow! By destroying Dinosaurs in the deck, you can bring out your Tuners and non-Tuners very quickly for a powerful Synchro Summon.
For the Tuner lineup, there is Veloci's Ants, who can Special Summon themselves if they're destroyed by a card effect and summons a DARK Dinosaur monster if it's used as material, Veloci's Mole, who can bring himself out when a Dinosaur is destroyed, and the core of this deck, Veloci's Henchmen, who can destroy a Dinosaur in your deck to bring out a Veloci monster from your hand: which means you can bring out two at once if you destroy Babycerasaurus this way!
Veloci's Mutant serves as the main searcher, able to bring itself out by tributing an enemy Special Summoned monster that was summoned this turn, while Veloci's Hamster can revive other Veloci monsters!
Once you've brought your basic mutants together, tune them together to form the mutants! Veloci's Mutant Walrus stops ALL Quick Effects dead in his tracks, and synergizes well when Tuning Veloci's Ant with Veloci's Mutant Moose, able to bring back Veloci's Mutant Moose, Veloci's Mutant Beaver can bring out another Veloci's monster when summoned in an optimal Veloci deck, and Veloci's Mutant Parrot can blow all cards on the field those effects are negated back to their owner's hands!
Be cunning with your Spell/Trap cards as well! Veloci's Lair serves as both an attack gate for non-DARK monsters and a constant way to revive Veloci monsters, Veloci's Anaylsis gets rid of a troublesome extra deck monster by tributing a DARK Dinosaur monster, and Veloci's Net is an effect negation that counters your opponent's own Dinosaurs!
But the scariest part of the deck....is Victor Veloci himself. Not because he's level 12, or can only be destroyed by card effects after he is caught off guard by a Trap resolving...but because....when he's Delta Accel Synchro Summoned....he can search out....RAIGEKI.
KILLER COMBOS:
With either Veloci's Rats or Veloci's Ants in your hand, Normal Summon Veloci's Henchmen and use his effect to destroy the Babycerasaurus in your deck and bring out the level 1 monster in your hand. After Babycerasaurus summons the other level 1, tune Veloci's Ants and Veloci's Rats together to form Veloci's Mutant Beaver and use both its and Veloci's Ants's effect to bring out Veloci's Hamster and Veloci's Mutant, respectively: Veloci's Hamster then revives Veloci's Ants. You should control five monsters now: Veloci's Mutant Beaver, Veloci's Hamster, Veloci's Henchmen, Veloci's Ants, and Veloci's Mutant. Tune Veloci's Henchmen with Veloci's Hamster to form Veloci's Mutant Moose, then tune Veloci's Ants with Veloci's Mutant Moose to form Veloci's Mutant Walrus. Use Veloci's Mutant Walrus's effect to revive Veloci's Mutant Moose, and Veloci's Ant's effect to bring out Veloci's Mole. Tune Veloci's Mole with Veloci's Mutant to bring out a second Veloci's Mutant Moose, then tune Veloci's Mutant Beaver with the two Veloci's Mutant Mooses to form a potential turn 1 Victor Veloci with a Veloci's Mutant Walrus to boot!

Recommend these changes to your archetype's cards to fix their PSCT/balancing issues and improve their readability.

Veloci's Ants
If you Special Summon a "Veloci" monster(s): Target 1 face-up monster your opponent controls; this phase, its effects are negated. You can only use each of the following effects of "Veloci's Ants" once per turn and cannot Special Summon from the hand/Extra Deck, except DARK Dinosaur monsters, nor activate monster effects, except Dinosaur monsters, the turn you activate either effect.
● If this card is destroyed by effect: You can Special Summon it in Attack Position.
● If this card is sent to the GY as Synchro Material: You can Special Summon 1 DARK Dinosaur monster from your hand/Deck in Attack Position, ignoring its Summoning conditions.


Veloci's Hamster
You can only use each of these effects of "Veloci's Hamster" once per turn and cannot Special Summon from the hand/Extra Deck, except DARK Dinosaur monsters, nor activate monster effects, except Dinosaur monsters, the turn you activate either effect.
● When this card is Summoned: You can target 1 Dinosaur monster in your GY, and if it is Level 4 or higher, you can also target 1 Spell/Trap on the field; Special Summon the first target in Attack Position, and if you do, banish the second target (if any).
● If an attack is declared involving your "Veloci" monster: You can destroy 1 Dinosaur monster in your hand, Deck, or field.


Veloci's Henchmen
You can only use each of these effects of "Veloci's Henchmen" once per turn and cannot Special Summon from the hand/Extra Deck, except DARK Dinosaur monsters, nor activate monster effects, except Dinosaur monsters, the turn you activate either effect.
● When this card is Summoned: You can Special Summon 1 "Veloci" monster from your hand in Attack Position and/or destroy 1 Dinosaur monster in your Deck.
● During the Battle Phase, you can (Quick Effect): Immediately after this effect resolves, Synchro Summon 1 "Veloci" monster using this card you control.


Veloci's Mole
You can only use each of these effects of "Veloci's Mole" once per turn and cannot Special Summon from the hand/Extra Deck, except DARK Dinosaur monsters, nor activate monster effects, except Dinosaur monsters, the turn you activate either effect.
● If a Dinosaur monster is destroyed: You can Special Summon this card from your hand in Attack Position, then if a card whose effects are negated is on the field, you can Special Summon 1 "Veloci" monster from your Deck/GY in Attack Position.
● During the Standby Phase: You can target up to 3 face-up cards; negate their effects until the end of this turn.


Veloci's Mutant
You can only use each of these effects of "Veloci's Mutant" once per turn and cannot Special Summon from the hand/Extra Deck, except DARK Dinosaur monsters, nor activate monster effects, except Dinosaur monsters, the turn you activate either effect.
● You can Tribute 1 opponent's monster that was Summoned this turn or last turn; Special Summon this card from your hand in Attack Position.
● When this card is Summoned: You can add 1 "Veloci" card from your Deck or GY to your hand, and if you do, you can shuffle any number of cards from your GY into the Deck.


Veloci's Rats
You can only use each of these effects of "Veloci's Rats" once per turn and cannot Special Summon from the hand/Extra Deck, except DARK Dinosaur monsters, nor activate monster effects, except Dinosaur monsters, the turn you activate either effect.
● If a card whose effects are negated is on the field: You can Special Summon this card from your hand in Attack Position, then if you control a "Veloci" monster except this card, you can Special Summon 1 DARK Dinosaur monster from your hand/Deck in Attack Position, ignoring its Summoning conditions.
● If this card is sent to the GY as Synchro Material: You can target any number of cards in your GY; shuffle them into the Deck.


Veloci's Declaration
Target 1 face-up card on the field; negate its effects (until the end of this turn), and if you do, add 1 "Veloci" card from your Deck or GY to your hand. You can only activate 1 "Veloci's Declaration" per turn. You cannot Special Summon from the hand/Extra Deck, except DARK Dinosaur monsters, nor activate monster effects, except Dinosaur monsters, the turn you activate this card.

Veloci's Lair
DARK Dinosaur monsters gain 1000 ATK. Your opponent must banish the top card of their Deck face-up/face-down to declare an attack with a monster that is neither DARK nor Dinosaur. Once per turn: The turn player can target 1 card they control; they negate its effects, and if they do, they can Special Summon 1 monster from their hand/GY in Attack Position, but if they do that, neither player can Summon for the rest of this turn, except DARK or Dinosaur monsters.

Veloci's Analysis
Tribute 1 DARK Dinosaur monster; look at your opponent's Deck or Extra Deck, and send 1 card from it to the GY, then if that card is a monster, immediately after this effect resolves, you can Synchro Summon 1 "Veloci" monster using up to 1 Dinosaur monster each in your hand, Deck, and field, otherwise you can draw 2 cards. You cannot Special Summon from the hand/Extra Deck, except DARK Dinosaur monsters, nor activate monster effects, except Dinosaur monsters, the turn you activate this card.

Veloci's Net
When a card or effect is activated that targets a card(s); negate the activation, and if you do, destroy 1 Dinosaur monster in your hand/Deck and/or 1 DARK or Dinosaur monster on the field. If it is your Main Phase, you can activate this card the turn it was Set. You cannot Special Summon from the hand/Extra Deck, except DARK Dinosaur monsters, nor activate monster effects, except Dinosaur monsters, the turn you activate this card.

Veloci's Mutant Beaver
1 "Veloci" Tuner + 1 non-Tuner Dinosaur monster
You can add to your hand or Special Summon in Attack Position 1 DARK Dinosaur monster from your Deck or GY. You can only use this effect of "Veloci's Mutant Beaver" once per turn. You cannot Special Summon from the hand/Extra Deck, except DARK Dinosaur monsters, nor activate monster effects, except Dinosaur monsters, the turn you activate this effect.


Veloci's Mutant Moose
1 "Veloci" Tuner + 1 non-Tuner Dinosaur monster
You can add 1 "Veloci" Spell/Trap from your Deck or GY to your hand. You can only use this effect of "Veloci's Mutant Moose" once per turn. You cannot Special Summon from the hand/Extra Deck, except DARK Dinosaur monsters, nor activate monster effects, except Dinosaur monsters, the turn you activate this effect.


Veloci's Mutant Parrot
1 "Veloci" Tuner + 1 non-Tuner Dinosaur monster
You can roll a six-sided die, then target up to that many cards on the field; return them to the hand. You can only use this effect of "Veloci's Mutant Parrot" once per turn. You cannot Special Summon from the hand/Extra Deck, except DARK Dinosaur monsters, nor activate monster effects, except Dinosaur monsters, the turn you activate this effect.


Veloci's Mutant Walrus
1 "Veloci" Tuner + 1 non-Tuner Dinosaur monster
You can declare 1 card type (Monster, Spell, Trap); your opponent cannot activate cards/effects of that type until the next End Phase. You can only use this effect of "Veloci's Mutant Walrus" once per turn. You cannot Special Summon from the hand/Extra Deck, except DARK Dinosaur monsters, nor activate monster effects, except Dinosaur monsters, the turn you activate this effect.


Victor Veloci
1 Tuner + 2+ non-Tuner monsters
You can shuffle any number of cards from your hand and/or GY into the Deck including at least 2 from your hand; reveal 1 card from your Deck and add it to your hand, then if you shuffled 4 or more cards from your hand into the Deck to activate this effect, add another card from your Deck or GY to your hand with a different name from the added card. You can only use this effect of "Victor Veloci" once per turn. You cannot Special Summon from the hand/Extra Deck, except DARK Dinosaur monsters, nor activate monster effects, except Dinosaur monsters, the turn you activate this effect.


Also recommend deleting Veloci's Evolution to make room for staples and general Dinosaur support cards.

These changes are now live in Dueling Book, and thus Victor Veloci's run of critical wins have come to an end, with many of the effects now being hard once per turns in exchange for being more varied and deadlier than before! For example, Veloci's Mutant can now tribute troublesome enemy monsters that were summoned during the enemy's previous turn, Veloci's Lair can now summon any monster and provides a deadlier field power boost, Veloci's Net can be activated the turn it was set if it's your Main Phase, and Veloci's Mutant Walrus now has a Shock Master style effect attached to him....at the cost of his ability to negate Quick Effects. And as the cherry on top, not only is Victor Veloci himself no longer immune to enemy card effects, meaning a simple Mirror Force can burn your strategy into smoke and a half, can no longer specially search Raigeki (Though he can search ANY card now, plus an additional bonus if you can spare four cards in your hand!), thus making them completley different from each other.
But the most notable change here is that none of the Synchro monsters can treat themselves as Tuners anymore: As such, I had to make Veloci's Mutant Beavers a Tuner Synchro Monster so that you can still Delta Accel Synchro Summon Victor Veloci the intended way!
