THE STORY:
By day, they are ordinary children. When night falls, the three PJ Masks, Catboy, Owlette, and Gecko, ride out to fight crime! No-one can figure out the origins behind their powers, but it appears to have something to do with their totem pole base......
STRATEGY:
The PJ Masks get around anti-attack effects in a rather peculiar way. At the start of the Battle Phase, if they can't attack due to a card effect, they inflict their ATK in damage and use a special power, such as searching, removal, and forced discards!
To accomplish this, you can use your cards to prevent your own PJ Masks from attacking: This deck predominately uses the Regulation Of Tribe: Declare Thunder for it's effect, and your PJ Masks will be unable to attack while it is in play!
Utilize the powers of both Link Summons and Contact Fusions to bring out powerful PJ Masks such as PJ Mask Vehicle-Cat Driver and PJ Mask Rider-Power Lizard, which grant even more effects when they....um....attack, such as setting up a Contact Fusion, along with passive effects that make your cards even stronger, such as allowing the Regulation Of Tribe to declare TWO types to stop!
When you're ready to bring this dream to a close, perform a Contact Fusion between a PJ Mask Fusion monster and a PJ Mask Link monster, while you control The Regulutation of Tribe and have PJ Mask-Catboy, PJ Mask-Owlette, and PJ Mask-Gecko in your GY, to form PJ Mask Dream Deliverer, The Night's Dawn! Not only does it restrict both your opponent's Special Summons and their effects, but if it manages to inflict damage, it banishes all your opponent's level/rank 5 or higher monsters!
KILLER COMBOS:
With PJ Mask-Gecko in your hand, use Night Falls to bring out PJ Mask-Catboy. Since Night Falls stops him from attacking, he can use his effect to bring out the PJ Mask-Gecko in your hand. Use PJ Mask-Gecko's effect to search out PJ Mask Totem Base, and use it's effect to search out the Regulation Of Tribe, and activate it to declare Thunder. Contact Fuse the two monsters into PJ Mask Vehicle-Gecko Diver, then use it's effect to pay 500 LP and recycle Night Falls, and activate it to bring out another PJ Mask-Gecko, using his effect to search out PJ Mask-PJ Robot. Use PJ Mask-PJ Robot's effect to Special Summon itself from the hand, and Contact Fuse them into PJ Mask Vehicle-Gecko Diver again. Recycle Night Falls by paying 500 LP once more, and activate it to bring out PJ Mask-Gecko, which you can then use to search out PJ Mask-PJ Robot again, and Contact Fuse the two into a third PJ Mask Vehicle-Gecko Diver. If they survive to the next turn, you can use Night Falls 3 times to get out PJ Mask-Catboy, PJ Mask-Owlette, and PJ Mask-Gecko (By recycling the Night Falls with PJ Mask Vehicle-Gecko Diver), use 2 of them to Link Summon a PJ Mask Link monster, Link a PJ Mask Vehicle-Gecko Diver with the remaining PJ Mask monster to form a second Link monster (Make sure there is room for all these monsters), then perform a Contact Fusion with your two Link monsters and your two remaining PJ Mask Vehicle-Gecko Divers to bring out TWO PJ Mask Dream Deliverer, The Night's Dawns!

PJ Mask-Catboy's effect can be shortened from:
You can discard this card; (Quick Effect) Set 1 ''The Regulation of Tribe'' from your deck, also you can activate it this turn. When this is summoned, if this cannot attack due to a card effect (Such as ''The Regulation of Tribe"): You can Special Summon 1 ''PJ Mask'' monster from your hand/GY, but it cannot attack. At the start of the Battle Phase, if this card is in Attack Position, but cannot attack due to a card effect (Such as "The Regulation of Tribe"): Inflict damage to your opponent equal to this card's ATK, also target 1 card your opponent controls: send it to the GY.
to:
(Quick Effect): You can discard this card; Set 1 "Tribe" Trap from your Deck, and if you do, it can be activated this turn. You can only use each of the following effects of "PJ Mask-Catboy" once per turn and cannot conduct your Battle Phase the turn you activate either effect.

I think that since you already intend for most of this archetype's monsters to not be able to attack the turn they use their effects, wording them like this is much better and more readable, so I'm going to recommend similar changes to the rest of your archetype's monsters so they also follow this sort of wording:

PJ Mask-Gecko
"PJ Mask" monsters' Summons cannot be negated. You can only use each of these effects of "PJ Mask-Gecko" once per turn and cannot conduct your Battle Phase the turn you activate either effect.
● When this is Summoned: You can add 1 ''PJ Mask'' card or "The Regulation of Tribe" from your Deck or GY to your hand.
● During the End Phase: Inflict damage to your opponent equal to this card's ATK, and if you do, you can add 1 ''PJ Mask'' card or "The Regulation of Tribe" from your Deck or GY to your hand.


PJ Mask-Owlette
When a "PJ Mask" monster on the field inflicts battle or effect damage to a player: You can change its battle position. You can only use each of the following effects of "PJ Mask-Owlette" once per turn and cannot conduct your Battle Phase the turn you activate either effect.
● When this is Summoned: You can target up to 3 cards in any GY(s); shuffle them into the Deck, then draw 1 card.
● During the End Phase, if it is not the first turn of the Duel: Inflict damage to your opponent equal to this card's ATK, and if you do, they discard 1 card.


PJ Mask-PJ Robot
If you control no monsters or a "PJ Mask" monster, you can Special Summon this card (from your hand), but you cannot Special Summon for the rest of this turn, except "PJ Mask" monsters. You can only use each of the following effects of "PJ Mask-PJ Robot" once per turn and cannot conduct your Battle Phase the turn you activate either effect.
● If this face-up card you control is sent to the GY as Link Material or returned to the Deck: You can target 1 "PJ Mask" monster in your GY; Special Summon it, and if you do, you can Special Summon 1 LIGHT or DARK monster from your hand or GY.
● During the End Phase: Inflict damage to your opponent equal to this card's ATK.


PJ Mask Dream Deliverer, The Night's Dawn
1 "PJ Mask" Fusion Monster + 1 "PJ Mask" Link Monster
Must be Special Summoned by returning the above cards you control to the Extra Deck while you have 3 or more "PJ Mask" monsters in your GY and control a Continuous Spell/Trap. Your opponent can only Special Summon monster(s) up to thrice per turn while, and can only activate Spell/Trap Card(s) up to 5 times per turn while, you control this face-up card. At the start of each Battle Phase: Inflict damage to your opponent equal to this card's ATK, and if you do, banish all Level/Rank 5 or higher monsters they control.


PJ Mask Vehicle-Cat Driver
"PJ Mask-Catboy" + 1 "PJ Mask" monster
Must be be Special Summoned by shuffling the above cards you control into the Deck. If this card is Summoned: Set all Continuous Spells/Traps on, and all Field Spells on, the field, also for the rest of this turn, you can activate Continuous Traps the turn they are Set. Once per turn: You can send 1 "Messenger of Peace" or "The Regulation of Tribe" you control to the GY; Special Summon 1 ''PJ Mask'' monster from your hand or Deck, but if you do, you cannot Summon for the rest of this turn, except ''PJ Mask'' monsters. At the start of each Battle Phase: Inflict damage to your opponent equal to this card's ATK, and if you do, you can Special Summon 2 "PJ Mask" monsters from your hand and/or Deck, but those monsters Summoned this way cannot attack or be used as Link Material.


PJ Mask Vehicle-Gecko Diver
"PJ Mask-Gecko" + 1 "PJ Mask" monster

PJ Mask Vehicle-Owl Glider
"PJ Mask-Owlette" + 1 "PJ Mask" monster
Must be be Special Summoned by shuffling the above cards you control into the Deck. Once per turn, during the Standby Phase: You can Special Summon 1 "Owl Token" (Winged Beast/FIRE/Level 2/ATK 0/DEF 0). At the start of each Battle Phase: Target 1 card on the field: Inflict damage to your opponent equal to this card's ATK, and if you do, return that target to the hand.


PJ Mask Rider-Cat Stripe King
2 monsters including "PJ Mask-Catboy"
Monsters this card points to cannot attack. Once per turn: You can Tribute 1 face-up monster this card points to; Special Summon 1 "PJ Mask" monster from your hand or Deck, then if you Tributed a Fusion or Link Monster to activate this effect, draw 1 card. At the start of each Battle Phase: Inflict damage to your opponent equal to this card's ATK, and if you do, until the end of the next turn, Spells/Traps you control cannot be destroyed.


PJ Mask Rider-Eagle Owl
2 monsters including "PJ Mask-Owlette"
Monsters this card points to cannot attack. Once per turn: You can Tribute 1 face-up monster this card points to, then target 1 card on the field; return it to the hand, then if you Tributed a Fusion or Link Monster to activate this effect, draw 1 card. At the start of each Battle Phase: Inflict damage to your opponent equal to this card's ATK, also gain LP equal to this card's ATK.


PJ Mask Rider-Power Lizard
2 monsters including "PJ Mask-Gecko"
Monsters this card points to cannot attack. Once per turn: You can Tribute 1 face-up monster this card points to; add 1 "PJ Mask" card with a different name from your Deck or GY to your hand, then if you Tributed a Fusion or Link Monster to activate this effect, draw 1 card. At the start of each Battle Phase: Inflict damage to your opponent equal to this card's ATK, then banish the top 3 cards of their Deck face-down.


Moving on to the archetype's spells/traps...

Recommend renaming Night Falls to PJ Mask Night Falls or something, changing it to an actual quick-play spell if you want it to function as one, and shortening its effect from:
(Is always treated as a ''PJ Mask'' card)
Special Summon 1 ''PJ Mask'' monster from your hand/deck/GY, also it cannot attack or be destroyed this turn, then skip your next Standby Phase. If your GY has 3 or more Fusion monsters and 2 or more Link monsters, this is a Quick-Play spell card that cannot be negated.

to:
Special Summon from your hand, Deck, or GY 1 "PJ Mask" monster (it cannot attack this turn), but skip your next Standby Phase. You can only activate this card during your turn unless you have at least 2 each Fusion and Link Monsters in your GY.

I don't think making it protect itself from negation is necessary.

PJ Mask Totem Base's effect can be shortened from:
When this is activated, you can add 1 ''The Regulation of Tribe'' from your deck to your hand, also if you set it this turn, you can activate it this turn. All ''PJ Mask'' monsters gain 300 ATK/DEF. (Quick Effect) A player may tribute 1 ''PJ Mask'' monster they control that was'nt summoned this turn and cannot attack due to a card effect (Such as ''The Regulation of Tribe''), then target 1 card on the field: destroy it. Other cards cannot be activated in response to this effect.
to:
If this is activated: You can Set 1 ''Tribe'' Trap from your Deck or GY, and if you do, it can be activated this turn. ''PJ Mask'' monsters you control gain 1000 ATK/DEF. The turn player can Tribute 1 DARK or Thunder monster they control that was not Summoned this turn, then target 1 face-up card (except this card), also cards and effects cannot be activated in response to this effect activation; that player destroys it.

You can't have quick effects on spells or traps.

Recommend shortening PJ Masks Together!'s effect from:
Your ''PJ Mask'' monsters cannot attack this turn, also they gain 200 ATK/DEF for each ''PJ Mask'' monster you control until the end of this turn. Then, if you control 3 or more ''PJ Mask'' monsters with different names, destroy all Spell/Trap cards your opponent controls.
to just:
If you control a "PJ Mask" monster: Destroy all Spells/Traps your opponent controls, also after that, you can shuffle any number of cards from your field and/or GY into the Deck.

Having to control 3 different monsters to activate this is too restrictive for just a backrow wipe. It's better to only have to control 2 or even just 1 of the archetype's monsters.

PJ Mask Alliance's effect can be shortened from:
''PJ Mask'' Monsters you control that cannot attack are unaffected by your opponent's card effects that aren't ones that prevent them from attacking. If you would tribute a monster for ''The Regulation of Tribe'', you can tribute this instead. At the start of your turn, if this is in your GY, you may pay 500 LP: Activate this from your GY.
to:
You can activate this card from your GY during your Standby Phase by paying 500 LP. You can only activate 1 "PJ Mask Alliance" per turn. "PJ Mask'' monsters you control are unaffected by your opponent's effects except during the Battle Phase. Once per your turn: You can skip your next Standby Phase.

PJ Mask Roar's effect can be shortened from:
When an effect is activated, tribute 1 monster you control that cannot attack due to a card effect (Such as ''The Regulation of Tribe''): negate that effect, then if you tributed a ''PJ Mask'' monster this way, destroy all level/Rank/Link 4 or lower monsters your opponent controls.
to:
When a card or effect is activated: Tribute 1 LIGHT or DARK monster; negate the activation, then if you Tributed a face-up "PJ Mask" monster to activate this card, you can destroy all Level/Rank/Link 4 or lower monsters your opponent controls.

The reason the "cannot attack due to a card effect" clauses should be removed from your effects is because it's too vague as to what "a monster that cannot attack due to a card effect" means. There are effects that prevent all monsters from attacking, effects that prevent only specific levels/attributes of monsters from attacking, effects that allow a monster to attack but only to attack another specific monster, effects that prevent monsters from attacking directly but still allow them to target other monsters for attacks, effects that don't prevent monsters but rather players from attacking, effects that disallow the battle phase from being conducted entirely, and so on. It's not clear which of these criteria cause monsters to become "unable to attack due to a card effect" for your archetype's effects that reference that, and which don't.

Christen57's changes are now live on Dueling Book, which changes the PJ Mask's strategies forever now that they can....well, actually have a way to attack. Don't forget to check out the other deck spotlights: A few new ones will be coming soon!
