Actually people have, and they have done so correctly because they copied from the wiki. Your text allows it to be Summoned if you draw it for your normal draw. And its IRL effect is just a shortened version of its anime effect because of PSCT and the knowledge that adding to the hand is BOTH drawing and searching.

Took me a while to notice that part. And it was never summoned when drawn for the normal draw, so I'm not sure why buffing it.

That is a dub line, the same dub that cut out the activation of Spell Sanctuary during Yugi vs. Kaiba in Battle City. Which cuts out the context for them using Spells whenever they wanted to. The Japanese anime has Yugi specify that it activates OUTSIDE normal drawing. Additionally, the original Japanese version animates cards WITH THEIR TEXT. This allows us to read these cards to know the effects. This style of animating cards with their text is only seen in English during the first Yu-Gi-Oh movie (Anubis).

Gurimo draws "Card of Sanctity" and subsequently activates it to force both players to draw until they are holding six cards in their hand.

Yugi's hand at this point contains "Watapon", "Dark Magician Girl", Queen's Knight", "Kuriboh", "Magical Academy", and an unknown Spell card[Notes 1]. Since Yami Yugi drew "Watapon" through a card effect, he Special Summons it from his hand (200/300) in Defense Position via its own effect.
