Besides formatting and PSCT, I feel that making it a Towers at 2 monsters discarded is a little too easy, since its pretty easy to open hands with mostly monsters, I would have that be the 3 discard effect and the pop effect at 2 discards

That's fair, but would you have the pop still remove 3 or should I lower it to just 2?

It can stay at 3, it does very little going first, and many modern strategies have ways to work around effect destruction
