Decree does stop Typhoon by negating it, fool. Also, of course Amplifier makes Jinzo better, it's one more card, that's an unfair comparison. Decree is not a Level 6 monster so you can just use it, which makes more accessible to any deck

Jinzo can stop Typhoon while Decree cannot! Jinzo is better despite having a slightly harder requirement to be on the field! and again with amplifyer my traps wont be affected by jinzo, but with your decree yours are! JINZO IS BETTER!!!
That doesn't mean that Typhoon resolves in the hand. If there's an already activated Royal Decree, Typhoon will have its effect negated once it resolves on the field.
Also, while Jinzo can prevent Typhoon from being activated and can combo with Amplifier, you're talking about two cards that has little to no sinergy to get them out from the deck and can be quite undesirable to draw in most situations. Royal Decree does essentially what Jinzo does and it's slightly harder to be removed from the field, compared to a monster with no protection.
You would have more chances if you used Splendid Venus with Royal Decree instead, specially in as a focused Counter Fairy deck.

this is just an example of what my LOCK deck can do. its stops everything except exodia! even pends. as long as its in classic.
if you tried to replace amp and jinzo with decree this lock wouldnt work! so care to say that your decree is still better than jinzo???
Because a two card with no synergy in a deck, required to be used in tandem, is too cumbersome and inefficient compared to a simple, splashable trap that can do essentially the same as the base card of said "combo". Simplicity beats convoluted strength, making Royal Decree generally the best option of the two.
