Why I can't Report CrystalMusic

No matter what i do, No matter how hard I Try, CrystalMusic is impossible to BAN! He literally doesn't play in Rated! Even if you report him in Harassment, He just doesn't care no matter how hard you try!

Because he doesn't play Rated. That's why they won't ban him. He's broken the rules to the point of him probably getting permabanned, but the only reason they won't is because he doesn't play rated.

viewtopic.php?f=13&t=8126 according to this thread, rules are site wide, so I have no idea why CrystalMusic is still not punished.
