People like this are on of the reasons as to why the block system shouldn't exist, they deserved to be 'harassed' if they are so stupid to the point where they can't read in a game based almost entirely on reading.

Harassing them is never okay, however they should be set to beginner until they learn the game, and prove it to an administrator, however administrators are so lax with penalizing player's because they claim they "didn't know" when in fact some do know and repeat the same excuse, and no history is looked into, when administrators have access to Duel Log history of all users.
The system as it is, needs improvement to make it worth using, and Nexus is a much better solution because there is no ELO System to cause competitive stressors to take effect, as such you can just leave without having to deal with the trolls.
That said, the staff do not care enough to amend their views on the trolls, so we have to deal with the flawed system, until enough people speak up about it requiring change, most being kids who would rather play another game, instead of wasting their time, which results in us at the same state months maybe eventually years later I fear.
I got to the point where I stopped caring, called people the N Word (a lot) and then eventually got an IP Ban. I then took the liberty to harass the Admins who I felt were pieces of shit across the board, resulting in 5 Permanent Bans.
The only reason they will not ban this account, is because I am not the Original owner of the account, so instead of a Permanent Ban on this account, they instead deleted all my posts. I am surprised they didn't do this to begin with on my prior account(s), as it would result in the OG of this account not having the account stolen. It's also why the staff will not penalize this account, because I do not own it. Ironic since the user hasn't used DB or the Forum in over 8 months.
TL DR the staff simply do not care (enough) to make the site stress free for us users.
I also had to deal with 2 PEs from Riddler, who is toxic and sharks a lot. I had to deal with them having attacked with Subterror Guru, set it, had a ruling dispute, then right after the dispute they flip summoned guru to use add effect, and TO would not issues a PE Penalty of any level.
Sadly the account is IP banned, so my access to the replay has been removed, and likely deleted by the system. I made a big deal about it with other users, and they know what occurred.
Since then I talk to other users, who know more about the site and abuse cases, and it seems to add up to "The staff is on a power trip" and "Doesn't want to penalize cheaters without 100% evidence". They forget they are called Judge to make the Judgment, not to take the Evidence and Ban over that. They do not wish to impact interest to the site, or occur the wrongful ban BS from Dueling Network, however they are already on the track DN used to be on.
The only benefit is they don't ban for you calling your opponent an idiot, because harassment is NOT a call option, yet harassment in Policy Documents falls under UC-DQ.
