Don't know the character for certain, but the anime is Charlotte. It's written by the same guys as Little Busters if I recall correctly.

OT: I don't know of a single cat that isn't a jack wagon. They're sycophants when you ignore them and entitled princesses when you don't. Anything even remotely resembling a cat in personality is a no in my book, and if they only resemble a cat in appearance, simply having ears isn't in any way particularly appealing.
