How can I report a user's toxic behaviour?

I faced this guy in a rated game, and I'm quite new to competitive. He could also have cheated in a rated game, but I'm not sure. However, he laughed at me since the very beginning, trying to get me to get angry. I also defeated him in game 1, though. However, in game 2 we had a ruling discussion, and he refused to explain, then proceeded with his turn. I tried to call a judge, but being new I didn't know if I had to wait or what. Then he told me to take 500 damage, but I refused if he didn't explain the previous ruling. He said they were going to ban me, and being new I chose to give up the entire game, also beacause he was being very rude and annoying. Now I'd like to know how to report his conduct, and also what I should do after a judge call. Thanks
