I'm casual AF. My ideal duel lasts around 10 terns. A good back and forth is what I strive for.

So what do I do to either

A. Make duels that other casuals will want to join

or

B. Find duels that other casuals have made?

I have a few suggestions:

Unrated Advanced is the primary place for casual play. Try adding stuff to your duel note to attract specific players. If someone has 'no meta in their duel note, I feel inclined to pm them, to find out what they're looking for.

Alternate formats are fun and usually simpler if that's your thing. I like Rush Duels myself, but Goat and Speed Duels are alive.
