Converging is fine, it's a meme card at best and a brick at worst.

Construct should be limited without errata.

Zaborg is fine, what you mean? Z-ARC? Who is competitively winning with Z-ARC?

Leave Dragon Rulers alone, don't errata them, just don't bring them back. They saw enough play for a long enough time and will go down in history as one of the most powerful YuGiOh decks of all time. No reason to disgrace them by changing the effects.

I think maybe 1 card from each of the top most powerful archetypes should get hit.

For Spyrals, ban Spyral Sleeper.
For Trickstars, limit Lycoris.
For Pendulum Magicians, either limit or semi-limit Time Pendulumgraph.
For ABC, semi-limit Dragon Buster.
For True Draco, semi-limit Diagram.
For Infernoid, limit Devyaty (the one that destroys all spells and traps and negates 1 monster effect).
For Paleozoic, limit Paleozoic Dinomischus (the one that discards a card to target 1 card on the field and banish it).
