Are monarchs viable competitively?

Still pretty new to the game and my friend are very competitive with top tier decks. So I'm looking for a deck to compete with them on a budget. Other similar suggestions welcome.

Honestly, Monarchs DO have a lot of great toys that can shut down top tier decks, however that is ONLY if you went first. I wouldn't recommend it however.
