Level 0 as Material

If you had a monster of LV 0, could it be used to Ritual or Synchro summon? Also, if you have cards that equal or exceed the LV of the Monster, could you also use the LV 0?

There is no such thing as a Level 0 monster (well almost, there are 2 official cards that has no Level, but they are Synchro Monsters and will always be treated as a particular Level.), and there's no way to lower the Level of a monster to below 1.

The question is not valid here.
