Select Vs Target

Are select and target the same on card text. I recall reading somewhere that targeting is always selecting but selecting is not always targeting. Does it have to say "Target" to do so. I know that in old school Yugioh, cards that targeted would not say they did so, but that is no longer the case.

Post PSCT cards say if they target by having that word on the card. Cards without PSCT printings target based on rulings, even if they don't say target.

I see. So if I made a custom card that said "select" but used PSCT everywhere else, it would not target? Also, why do cards need to "target" banished cards or GY cards when there are no cards that care about that.

It wouldn't be proper PSCT at all if you used "Select"

But what if i wanted something to allow you to choose a card(s), but didn't want it to target?

You just specify number and card type on the card, for example Dingirisu says "Send 1 card your opponent controls to the GY." This has you choose 1 card your opponent controls on resolution.
