Maximum Chain Length

Is there a limit to how many effects can be in a chain? For instance, if both I and my opponent had a deck of 60 cards and both of us send all our cards to the GY and all our cards have "If" effects that are triggered if send to the GY, would the chain links go up to 119 or just cap at a number.

The only limit on chain links is for rulings that revolve around loops

That makes sense. I guess Ygopro didnt want to crash from so many chains, so they capped it at 20 as you usually dont get more than that.
