DB policy vs tournament policy

If player A creates an irreparable gamestate via drawing a card illegally, shuffling hand, then returning it, is it a game loss on DB despite the admin's ability to fix the problem through technology? This is essentially a question about how close DB aligns itself with tournament rules vs the usage of its technologies.

We will use the logs to fix the game state and issue the appropriate penalties to that player.

The appropriate tournament policy penalty for that player is a game loss. What exactly is it supposed to be on DB?
