Question about True Dracos

Can True Dracos use their effect to add the card listed off of a Special Summon? Like I run a Danger! Thunder Dragon combo with some other cards like Black Luster Soldier- Envoy of the Beginning, would they be able to us their effects off of BLSs Special Summon of banishing?

True Draco monsters can only chain to effects that activate. Summoning a monster through a summon condition like BLS - Envoy or Cyber Dragon will not trigger them as those effects do not start a chain. Activated effects are always identified by a colon ( : ) or a semi-colon ( ; ).
