Monster effect VS Summon negation
Monster gets summoned, opponent activates Solemn Warning, monster has an effect. Can the effect be activated before the activating of Solemn Warning, or must it activate after, or is it barred completely from activating?

If the summon is negated, the monster is never face-up on the field. What effect are you asking about?
An effect the monster can activate to do a thing. Not something like destroy everything on the field or anything, but still an effect that would do a thing on the field without changing it.
Edit: And no, I'm not talking about Jinzo. But for the sake of asking, can any ignition or continuous effects take effect from the monster?

If solemn is used the monsters field effect cannot be used. It's summon was negated.

You should be aware that if monster's summon is negated, it was never considered to be on field.
Same thing would occur if you negated activation of spell/trap card, it won't be considered to left from field so trigger effects like from kozmotown won't activate. However, spell/trap and monsters function a bit differently.
If you use something to negate activation of spell, for example evolzar laggia, mst can legally be chained targeting that spell card, because at that moment in chain, card is considered to be on field but if activation is successfully negated, it is not considered that it was on field at time it was destroyed. But with monsters it's a bit different, if you use effect like laggia to negate summon, compulsory evacuation device cannot be chained targeting that monster because this is "summon negate window" where monster never touched the field yet and it is just attempting to be summoned while spell/trap cards had already been activated. That's difference in theory.
