question about Cyber Jar

im talking about goat format but i dont think is in advanced the rule can be different..

The question is:
if i flip CJ and in resolution there'snt monsters on the field (for ex. by Torrential) the part afther the 'then' is applyed or not?
'then' is equal at 'and if you do' ?

In modern times it wouldn't (Interrupted Kaiju Slumber works similarly), but GOAT era feels like it would let both players "draw 5."

Cyber Jar needs to destroy at least 1 card to apply the rest in goat.
