if i trigger 2 effects 1 with "when" and another one with "if" does the effect with "when" have to activate as cl1?

Activating trigger effects in a new chain is not what causes a "when" effect to miss timing, it's what happened last in the prior chain/action. Only the OCG hand trigger rules (which Master Duel also uses) affect how you can order trigger effects.

This explanation of greg503 did, seemed to me like this: "No, because it negates only Inherent Summons."
If you're talking about optional effects;
● Cards that say you can do something "When" something happens must activate their effects immediately when that somehing occurs. If they cannot, or something happens between the time the condition is met and the next time cards or effects can be activated, then you miss your change to use them.
● Cards that say you can do something "If" something happens must activate their effects at the first possible opportunity to activate cards or effects after the "If" condition is met.
But effects that are mandatory ones, like Trigger Effect of "The White Stone of Legend" or Trigger Effect of "Bystial Magnamhut" (during the End Phase, adding 1 Dragon Deck or GY to hand except same name of itself) will always activate even though they say "When".
Example for optional "When . . . . . You can" effect(s);
● During the Main Phase 1 of your opponent, they Normal Summoned of "Silver Gadget" and activates its Trigger Effect (which is optional), and you chained your "Bad Aim" to that activated Trigger Effect and target your opponent's "Chronomaly Nebra Disk" which is on the field of your opponent's side in Attack Position. With it, they have missed their time to Special Summon 1 Level 4 Machine monster from their Deck for optional Trigger Effect of "Silver Gadget". (Because of this: If they cannot, or something happens between the time the condition is met and the next time cards or effects can be activated, then you miss your change to use them.)

To answer it anyway, it depends on which effects are mandatory and which effects are optional, not on which effects are WHEN effects and which are IF effects. If you normal summon a Lady Debug (whose effect is optional and triggers IF it's normal / special summoned) while you have a Kagetokage in hand (whose effect is also optional but triggers WHEN you normal summon a level 4 monster), you can choose to activate the Lady Debug's effect before you activate the Kagetokage's effect in that chain, or activate the Kagetokage's effect before you activate the Lady Debug's in that chain.
However, if you normal summon a Dark Jeroid (whose on-summon effect is mandatory and not optional) while you have that Kagetokage in hand, you cannot choose to activate Kagetokage's effect before Dark Jeroid's in that chain, because mandatory effects that trigger in a chain will trigger before any optional effects that can also trigger in that chain. https://yugipedia.com/wiki/Simultaneous_Effects

it doesnt matter if the card text is an "if" or a "when" trigger effect , if BOTH cards successfully meet their trigger condition at the same time, you can order the chain however you want. The only time youre forced to order your chain in a specific order is if one trigger is mandatory and the other is optional.
