Masquerade the blazing dragon effect

For the effect of masquerade would the opponent pay 600 life points to summon cards like cyber dragon or other special summons like it.

Masquerade says "your opponent must pay 600 LP to activate cards or effects."

If something is not being activated then your opponent is not required to pay for it.
