Lost Wind vs Skill Drain Vs Mecha Phantom Beast Dracossack

Following situation:

Skilldrain is already on field.
Dracossack is on the field.
Lost Wind is activated targeting Dracossack.
Lost wind resolves.
Dracossack effect tributing itself targetting skilldrain.

Will Dracossack effect resolve successfully or will it be negated by lost wind? - thoughtprocess: because you might not be able to negate an already negated monster on the field. I know that imperm cannot be used because of it. but lost wind can because of its attack modifier.

Dracosack will resolve negated. Your thought process is correct - generally you can't target a monster to negate its effects if its effects are already negated, unless it "does other things." So Lost Wind can legally target Dracosack. Lost Wind will still apply its negation onto Dracosack and so if it tributes itself it will resolve negated.
