Kashtira Fenrir vs Floow

Turn player activates tucan for an aditional normal summon, on resolution summons raiza, can fenrir activate on resolution of tucan? turn player woould like to activate raiza targeting fenrir btw

Raiza is Mandatory so must be Chain Link 1, Fenrir can be Chain 2 as a monster effect activated in the previous chain

If vs when isn't relevant here anyway. Even optional "when" effects can chain on each other without missing timing. What's important is what was the last action to occur BEFORE that chain.

Fenrir does not chain to the activation of the effect. Fenrir activates in a new chain after the previous chain where a monster effect was activated resolves.

The events as described in the first post go as follows
1) Floowandereeze & Toccan is normal summoned
2) Floowandereeze & Toccan activates its effect
3) Floowandereeze & Toccan effect resolves and the result is Raiza being Tribute Summoned.
4) Both Raiza and Fenrir effects trigger at the same time, so according to SEGOC, Raiza is a mandatory effect so it activates as CL1, then Fenrir activates as CL2

Trigger effects are effects you "hold" or "saving for later" until the next LEGAL activation / chain window allows. Just because Toucan summons Raiza and Raiza triggers first does not make Fenrir miss timing or unable to go on chain, as there is NO LEGAL chaining window between Toucan resolving and the summon of Razia. The next LEGAL chain for trigger effects is THIS CHAIN. So Fenrirs Trigger (effect being saved for later) can ONLY activate NOW, and so it goes on THIS chain.
