RULING QUESTION IN RANKED SINGLES

Hi. Firstly i activated Lancea in Draw Phase.He tried to activate Pot Of Desires, then he is attempted to active Allure if darkness. Can he still do this under Lancea when it was activated in DP?

Literally says in the card

During your opponent's turn (Quick Effect): You can Tribute this card from your hand or face-up field; neither player can banish cards for the rest of this turn.

So no your opponent cannot activate desires. Though with Allure he can, but I'm pretty sure he has to discard their entire hand afterwards. I could be wrong on that (regarding allure).

They cannot activate either Desires or Allure

Cannot activate Allure if the Lancea is already applied.

In other case, if the Lancea is being chained to the Allure, then when Allure resolves the player will draw and if he has a DARK monster in their hand, they reveal it and attempt to banish it, but since it can't due to Lancea then they just keep it and doesn't have to discard.
