The situation:
Player A controls flying kamakiri #1 in atk position and a face up royal opression in the s/t zone
Player B attacks with an elemental hero wildheart to destroy the flying kamakiri #1
Flying Kamakiri #1 gets destroyed and Player A wants to special summon from his deck via the effect of Kamakiri, Player B wants to use royal opression. Can he do that or is there something involved that I dont understand that happens here?

Edit: I'm an idiot and noticed this is damage step related.
Royal Oppression: Either player can pay 800 Life Points to negate the Special Summon of a monster(s), and/or an effect that Special Summons a monster(s), and destroy those cards.
Flying Kamakiri #1: When this card is destroyed by battle and sent to the Graveyard: You can Special Summon 1 WIND monster with 1500 or less ATK from your Deck, in face-up Attack Position.
The effect of Flying Kamakiri #1 activates at the end of the damage step. It is an effect that activates.
Royal Oppression negates effects that Special Summon monster(s).
In the Damage step, cards and card effects that negate the Activation of a card and/or effect are allowed to be used in the Damage Step.
But Royal Oppression doesn't negate the activation of an effect, it just negates the effect that would Special Summon.
So in your scenario, Royal Oppression cannot be used. Flying Kamakiri #1 can summon a monster when destroyed by battle.
