1. Yes, Necrovalley still negates effects that move a card in the GY
2. Yes, however it will not negate effects that discard as cost, only cards like Graceful Charity that discard on resolution

1. Necrovalley still prevents banishing cards in the GY's, and will negate the effects of cards that target a card(s) in the GY like premature burial, magician of faith, and call of the haunted. (And yes, you did read that correctly. In goat format, Necrovalley doesn't negate the effects of cards like Dark Necrofear and Revival Jam since they don't target).
