They have a different name, one has Megaton in it, the other doesn't. And as neither Ancient Gear Golem or Ancient Gear Megaton Golem have an effect of "(this card is always treated as [the other card])", you can fusion summon Ancient Gear Megaton Golem the turn you add Ancient Gear Golem from your deck to your hand using Fusion Conscription.
