So I was wondering what the ruling was with "Solemn Warning" and "Great Sand Sea - Gold Golgonda"
Golgonda has an effect that Special Summons but its not on activation so I was wondering if Warning could negate it because Warning can't negate Spell effects just the activations.

This is grossly incorrect. You cannot chain Solemn Warning in response to the activation of a Spell/Trap effect (not card) that includes the effect to Special Summon a monster. That's different from Macro Cosmos, as it has the option to Special Summon "Helios - The Primordial Sun" upon direct activation.

In this case, you cannot chain Solemn Warning to the Spell effect of Great Sand Sea - Gold Golgonda.
