Reasoning Limited?

Is reasoning limited to 1? I see people running more than one but in deck constructor, it's limited to 1? I'm playing in GOAT format.
Idk... what's up with this?

Goat Format has a different banlist where Reasoning is at 3, which is why you can run it at more than 1. You just have to check the option to by pass the banlist at the bottom right.
