Red-Eyes fang with chain ruling

My friends and I play with "bad" decks pretty often and the ruling with red-eyes fang with chain has caused a lot of confusion. During the battle phase red-eyes fang with chain was flipped on attack declaration and equipped to a red-eyes monster and then the second effect to send fang with chain to grave then attach an opponents monster was activated during the damage step. Is this allowed? I know you can activate spells and traps that directly affect atk/def during damage step but we do not know if fang with chain is considered to directly affect atk/def since it has to resolve taking the monster and then the atk/def is changed.

What's the difference between activating Fang with Chain's effect during the Battle Step and during the Damage Step?

Fang has 2 different activated effects. The first allows you to equip it to a red eyes and allows the red eyes card to make 2 attacks. The issue we are having is that the trap was flipped and attached to a red eyes card when an attack was declared and then when the attack when through and we proceeded to damage step the second effect was activated and we are unsure if this is legal based on the wording of fang with chain and the wording from the official rules. The rules say that during damage step you can play a trap/spell that directly affects atk/def and fang with chain has to target then equip a monster and then the atk/def is changed so we do not know if that is considered directly effecting atk/def or not.

For what it's worth, EDOPro allows you to use Fang with Chain's second effect during the Damage Step

Red Eyes With Chain directly alter the ATK/DEF of a monster!
(increasing or decreasing ATK/DEF, changing ATK/DEF to a certain amount, switching ATK/DEF values, etc.) directly alter the ATK/DEF of a monster,and they can be activated during the Damage Step, but only up until damage calculation. During damage calculation or afterwards in the Damage Step, they cannot be activated. You are allowed to use the first effect in the battle step and the second effect in the damage step in sequence.
