Stelswarm Roach vs Nibiru
If Steelswarm Roach is used in response to nibiru, how would it resolve?

This effect can only negate a Special Summon that does not start a Chain Link, like "Cyber Dragon" and "Chaos Sorcerer".
The effect of "Steelswarm Roach" can negate the Special Summon of a monster like "Chaos Sorcerer" and the Synchro Summon of a Synchro Monster like "Ally of Justice Catastor". However, the effect of "Steelswarm Roach" cannot negate the Special Summon of a monster that starts a Chain Link like "Gorz the Emissary of Darkness" and "Doppelwarrior". Furthermore, you cannot Chain the effect of "Steelswarm Roach" to the activation of "Polymerization" or a Ritual Spell Card.

So basically, Steelswarm Roach cannot stop Nibiru.

As Renji said you cannot respond with the effect of Steelswarm Roach to a card effect that would result in a Summon.
Some Special Summons don't start a Chain, they are usually printed on the monster itself and have a cost, followed by ":". If instead of ":" the cost/condition is followed by ";" it starts a chain, whereas ":" does not start a chain. Roach can only negate these summons that don't start a chain. Link, Synchro, Pendulum, Xyz and contact Fusion Summons also dont start a chain.
Easy examples to look at would be "Black Luster Soldier - Envoy of the Beginning" as a Special Summon that does NOT start a chain and
"Mermail Abyssmegalo" as a Special Summon that DOES start a chain.

Roach cannot negate summon with summon effect cards (with or not start a chain) Nibiru with Roach is goodbye.
