I active Prohibition. Declare atlantean dragoons. My opp: summon Atlantean Prince. Active eff, send dragoons. Or, active eff of abyssteus, discard 1 atlantean dragoons. Or, active foolish burial, send atlantean dragoons. Or, summon Aqua Spirit, remove 1 atlantean dragoons from graveyard. Or active shadoll fusion, using 1 atlantean dragoons from 1.hand/2.field or 3.deck. Or active Deep Sea Aria, remove 1 dragoons, add 1 dragoons; or remove 1 water monster, add 1 dragoons. Of all the examples, which is the wrong one?
What Prohibition prevents is activating/applying effects, Summoning/Setting/Activating or otherwise placing it on the field, attacking, changing battle positions, and using it as a Summon Material. It could only be used for Shaddoll Fusion if it was on the field before Prohibition was activated.

Prohibition prevents the card from being used. The only thing you can do with a card that is prohibited is search it through an effect, as that would not be using the card.

The errata that first specified it being destroyed as a monster was Dark Beginning 2, which released in July 2005, right in GOAT era.
