"The latest print of "Dark Necrofear" has Problem-Solving Card Text that states that it can only activate its effect if it is destroyed as a Monster Card under its owner's control. Monsters about to be Summoned are not considered to be on the field, so the effect of "Dark Necrofear" will not activate if its Summon is negated."

And before Problem Solving Card Text? Does it also work that way in Goat format?

Well, an older ruling DID allow it to activate, but I don't know if ruling was GOAT era

Any way I can find out when the ruling change took place? I play both Dark Necrofear and Royal Oppresion in Edison Format, so this is very relevant to me.

In general, we focus on current card texts and ruling formats, so I cannot answer your question, as those cards texts no longer apply to modern tcg.
