Most official rulings can be located with a quick Google search; so if you get into that situation, perhaps you should try to find an appropriate ruling from a certified and reputable Yu-Gi-Oh! source. (Note: Judges' Lounge is by no means reputable.)
Also, that is the unfortunate nature of Dueling Book. There are few judges plainly because not many are qualified to hold that position. The judges on the site know their stuff, so in a way it might be better to wait a little longer to get an answer from someone who is extensively adept in answering ruling and policy questions. As for the opponents stalling, welcome to the internet. They have nothing better to than wait it out to try and receive some "points."

Many official rulings are a click away and 99% of players who get in a ruling dispute link those official rulings but the opponents still don’t accept them and want to wait for a judge cause they refuse to click on any links. The rulings could not be more accessible as it is absurdly easy to find them in 5 seconds.

I would say my own: but these people, shouldn't they kind of give up DB instead of unleashing their opponents anger by saying racist phrases or the like? Are they better off giving up ygo completely, no?
