Abyss dweller vs Minerva

"Once per turn (Quick Effect): You can detach 1 material from this card; your opponent cannot activate any card effects in their GY this turn."

"If this card is destroyed by battle, or if this card in its owner's possession is destroyed by an opponent's card effect: You can send the top 3 cards of your Deck to the GY, then you can destroy cards on the field up to the number of "Lightsworn" cards sent to the GY by this effect."

Minerva have an effect that activates in a graveyard or on the field?

Floating effects (effects that activate on destruction) activate where the card is sent, unless Macro Cosmos or something similar is in play, Minerva will activate that effect in the GY, meaning Abyss Dweller blocks it.

It is like greg said: Minerva would activate upon hitting the GY, but if Dwellers Effect was already active, Minerva can't activate.

Abyss dweller will prevent the monster effect from activating. The monster is sent to the GY at the end of the damage step. At that point, once the players attempt to leave the damage step, the user who had their monster destroyed would be given the option to activate a trigger effect (that complies with the rules for damage step effects) and would at this time. Since abyss dweller is in effect, the monster's effect will not activate.
