Because the field is treated as necrovally they do not control it so the answer is unclear.

You do realize they can still activate it and it would essentially turn priestess' effect off right?

Also by the logic you're arguing, if you had Necrovalley face-up on the field your opponent couldn't activate theirs. Which isn't how it goes.

I suppose specific rulings weren't released for her, as it has little to no impact in the game.

Both her effects are Continuous, in which the first is only applied while there are no face-up Field Spell Cards. It doesn't prevent new ones being activated, like Field Barrier or Gravekeeper's Shaman, so Priestess doesn't get in your or your opponent's way regarding activating Field Cards.

The continuous effect being applied from priestess does not prevent a field spell from being activated. It simply allows the field to be treated as necrovally if no field spell is present on the field
