Toon Kingdom Ruling Question

if my opponent activates Toon Kingdom but i negate its activation by any means, does my opponent still banish 3 cards? or is that not a cost?

No that is an effect not a cost

Almost like it says "when this card is ACTIVATED:" implying that it needs to resolve successfully

No one is starting anything but you scrub.
No matter how many times you were told why PSCT exists, you refused to use it in your custom cards. If you knew PSCT, you wouldn't have this question. Which is WHY PSCT is FUCKING IMPORTANT YOU MORON.
