My question is are players allow to use dueling book to sell nudes picture for money? The reason why I ask this is because a player name chief_nishols have a duel room with a duel note saying "send me money for nudes".

This is not a ruling question. If you feel a user is abusing duel notes, submit a report, and tell an on duty judge.
