Whats the difference between effects that state, “during either players turn,” and those with “(Quick Effect)”?

My guess is “(Quick Effect)” doesn’t particularly need a chain in order to activate the effect?

Or is it possibly just a new text to cards?

(Quick Effect) signifies you may use that effect on your turn or your opponent's turn
