What happens if I chain skill drain to a Jinzo summon

Is Jinzo eff considered active if its the same chain?

Summons do not start chains. If skill drain is face up, while jinzo is summoned, Jinzo is negated. If the trap card is face down when Jinzo is summoned, then the trap cant be activated, per the effect.
