From after when the turn officially ends up to when the next player draws, no cards effects can be activated.

@KK0828: you can activated time seal in response to your opponent's timming of drawing a card, however only the opponent next draw phase will be skip, not the current one, since drawphase cannot be skip if it his already in the drawphase, they are similar to you cannot prevent the activation if it his already activated, you cannot prevent a declare an attack if it his already being declare.
