Goat format: Thousand Eyes Restrict priority vs Book of Moon

Keep in mind that this is for Goat format, not modern standard.
Thousand Eyes Restrict effect activates targeting opponent's face-up monster.
Opponent player chains Book of Moon.

Chain resolves backward:

Scenario A:
Book of moon flips TEH face-down
The effect fizzles as face-down monsters cannot equip cards.

Scenario B:
Book of moon flips TEH face-down
The targeted monster is made an equip spell and is sent to the graveyard and it cannot be equipped.


Which scenario is correct?
I'm pretty sure the correct outcome is Scenario A, but I hear a lot of people vouching for B.

The way I see it, and understanding the rule book. You can't equip cards to face down monsters. And since TER is is now face-down and can't be equipped, I want to say, it fizzles out. I like to think of it as something similar to say Karma Cut vs Imperial Wall. But I can't say for sure.

For Thousand Eyes Restrict to resolve, the card needs to be face up. In this situation, TER will be flipped face down and will be unable to equip the monster it targeted. Try to not use terms like "fizzle" as they are unofficial and are incorrect. TER cannot be equipped to while face down so the monster will stay on the field. Hopefully this helped!

I though "fizzle" means "resolve without effect"

"fizzle" is not an official term. Fizzle implies that the effect just stops. Whereas the more correct idea is that effect is unable to be applied. Second, "fizzle" implies that the effect never resolved, whereas in this case the effect resolves without applying an effect. Hopefully this clears things up!

I have proof from the official rulling question, but you have to keep in mine sometime during a duel if the judge his not correct with the rulling and he his the top judge you have to follow his incorrect rulling. I have no idea if this source his legit. https://yugipedia.com/wiki/Card_Rulings:Relinquished in the Q&A rulling 2nd question, and I also look at the pre errata and it should not change its rulling, so according to this rulling page the targeted monster goes to the graveyard from the opponent monster zone.
