Basic Ruling: Numeron Network

My opponent uses Numeron Network, sends for cost. I negate it with Dragoons. He activates a second copy and proceeds to declare effect. I tell him he cant use it this turn since it has a hard once per turn clause. He tells me I'm wrong. I send him the official ruling, he calls me dumb. So I would like someone to answer this question.

Follow up question: Is this grounds to set someone as beginner?

Not entirely sure but you are clear. Network says use instead of activate so you can only attempt to use it once, not get unlimited tries until one goes through.
